New Security Company

To All Crescent Residents                                                                      September 16, 2010

The Crescent has entered into a contractual agreement with Securitas Security Services USA, Inc. to provide security guard services for the Crescent.  Their services will start October2, 2010 utilizing our current security officers. This contract maintains our current budget .


All of the current staff has been retained and they will be the same familiar faces that have been here for a number of years

Securitas has a strong commitment to the area providing security services throughout the Bluffton and Hilton Head area.  They also have a working relation with the local authorities.

Securitas will work with the Crescent community, the Board and Security Committee to provide safety and security information for all the residents.

Relative Vehicle Pass

TO ALL CRESCENT RESIDENTS      8/29/10

If a resident has a relative living in the Hilton Head, Bluffton, Beaufort or Savannah area and wishes to have that relative enter the Crescent without requiring a called in pass please note the following:

You can download application here, pick up applications at the front gate or Allied to obtain a relatives' decal and return the filled out application to the front gate or to Allied.

The application will be reviewed by the Crescent Security Committee for approval.

Please note only the Crescent Security Committee can issue a relative decal and place it on the relative's vehicle. Two decals per Crescent relative will be allowed.

Unrestricted Entry

The following have unrestricted access into the Crescent always entering through the Main Entrance.

  1. Fire Department/ EMS
  2. Palmetto Electric Company Vehicles or subcontractors with PEC work order
  3. Beaufort/Jasper Water Authority Vehicles
  4. Hargray Telephone/ Cable TV Vehicles/Direct or Dish network
  5. US Mail Delivery Vehicles
  6. UPS, FedEx, Airborne Express or similar service/delivery vehicles (unrestricted  entry  as stipulated by the FCC)
  7. Funeral Homes/Hearse
  8. Home Health Care
  9. Moving Vans (with proper Bill of Lading/ Delivery Receipt)
  10. Pizza/Food Delivery vehicles
  11. Workers coming for an "estimate" only-one free entry
  12. Newspaper Deliveries
  13. SC Electric & Gas vehicles
  14. Rental Car Delivery to resident
  15. All charities pick up and delivery
  16. Clergy
  17. Automobile Dealership- resident drop off
  18. Real Estate Agents (must show ID)
  19. Beaufort County Officials
  20. Taxi cabs/Limo Service
  21. Florist Deliveries

Crescent Security Committee - Quick Reference

The following is intended to provide you with a quick reference of the Covenants related to Security issues within our Crescent community. These rules and regulations are intended to provide you, your family and neighbors with a safe and secure environment.   1. Vehicles.

    • Please abide by the speed limit within the Crescent, which is 25 mph.

    • All permanent residents and renters must have a Crescent decal displayed on the driver’s side of the windshield of each of the vehicles. You can obtain these decals from Allied Management 843-837-3278.

      From the covenants: Article 7.14 paragraph "a", "all vehicles registered as owner's and or renter's are to have a decal mounted on the windshield of your vehicle. The decal must be placed on the vehicle at time of receipt for each vehicle."

      This is not a change of a Crescent policy but a reminder of the requirements of the convenants.When requesting a decal the resident or owner must present a drivers license, insurance and registration, as well as the vehicle for which it is intended. The decal must be placed on the vehicle by either Allied Management or a Crescent Security Member. You will not be permitted to pick up a decal to install yourself.

      Reason: There are still vehicles in the Crescent with decals taped to the window and this is not allowed. Failure to follow this requirement can result in a fine and or deactivation of zip tags and prox cards

    • All visitors must have a visitor’s permit – issued by the Crescent Security Officer – prominently displayed on the dashboard of their vehicle. Permits will not be issued for periods longer than 2 weeks.

    • Residents only entry through the back gate can only be accessed by use of a vehicle with a zip tag.

    • Please do not allow guests or commercial vendors to use your prox card for their vehicles.

    • There is a 24 hour limit for parking of commercial vehicles, motor homes, boats and Recreational vehicles.

    • No roadway parking is permitted between the hours of 12 am and 6 am in the Crescent

    • Please do not tail gate the car in front of you when accessing through the back gate.

      Reason: There are still vehicles in the Crescent with decals taped to the window and this is not allowed.

  1. Golf Carts

    • Operators of golf carts must have a valid driver’s license. Children should not operate golf carts.

    • Please adhere to all speed and parking restrictions.

    • Golf carts must be parked in defined parking spaces at the pool.

 

  1. Pets

    • Pets must not be allowed to roam free outside of your property. Fencing or Invisible Fencing is the preferred way to control your pets. Staking or chaining your pet is not allowed under South Carolina law. Please contact a member of the Architecture Control Committee before you intend to erect a fence.

    • Please keep your pets on a leash when walking them outside of your property.

    • Pets are not allowed in the Pavilion or pool area.

    • Please, please, please pick up after your dog!

      Do not just leave it for others to pick up, knock it into the woods
      or cover it with pine straw. 

  2. Pool.

    • You must have your prox card to enter the pool area, use the rest rooms and workout facility.

    • Children under the age of 12 must be accompanied by a resident adult.

    • All visitors must be accompanied by a resident.

    • The pool and pavilion may be reserved for private parties only. It will be available for POA sponsored functions which are open to all residents and their guests. It is will also available to groups of residents and Crescent clubs who wish to meet there.

    • If you observe any suspicious activity at the pool, please contact the Security Officer immediately.

Permitted Work Days

The Crescent Board of Directors approved the following holidays that venders cannot work in the Crescent:

Vender working hours in the Crescent are as follows:

    

 

Monday thru Friday 7 am to 7 pm

Saturday 8 am to 5 pm

Sunday no work is allowed except for emergency repairs.  


 
Member's Room
 

Availability of the "members room" for Crescent resident's is from 7:00 AM until 10:00 PM.

The room should be left clean, garbage removed and tables and chairs put back in their proper places. There is a vacuum in the member's closet to be used for the carpet. Garbage can be brought down to the bin adjacent to the clubhouse or taken home and deposited in homeowner's trash cans. We don't have a cleaning service for this room. Therefore, it is everyone's responsibility to see that the room is kept clean.  

In order to use the room after golf club business hours it is necessary to contact a board member who has been authorized by the golf club. Three board members have a key and the necessary security codes. Authorized are: Bob/Rita Bosselman, Ron/Carole Rossi, and Bob/Lois Feldman. There are no exceptions.

This agreement was reached through proper legal channels with the golf club.

Excerpts from The Crescent Covenants

7.02 Maintenance

Each Owner shall keep and maintain each Homesite and Structure owned by him, as well as all landscaping located thereon, in good condition and repair, including, but not limited to (I) the repairing and painting (or other appropriate external care) of all Structures; (ii) the seeding, watering and mowing of all lawns; and (iii) the pruning and trimming of all trees, hedges and shrubbery so that the same are not obstructive of a view by motorists or pedestrians of street traffic. If, in the opinion of the ACC any Owner shall fail to perform the duties imposed by this Section, the ACC shall notify& the Association. If the Board shall agree with the determination of the ACC with respect to the failure of said Owner to perform the duties imposed by this Section, then the Board shall give written notice to the Owner to remedy the condition in question, setting forth in reasonable detail the nature of the condition and the specific action or actions needed to be taken to remedy such conditions. If the owner shall fail to take reasonable steps to remedy the condition within thirty (30) days after the mailing of said written notice by certified mail, then the Association shall have the Right of Abatement as provided in Section 9.02 hereof. Guidelines relating to the maintenance of Structures and landscaping may be included in the Design Standards of the

ACC.No Roadway Parking is permitted between the hours of 12 am and 6 am on the streets in The Crescent

Postal regulations do not permit placing or attaching any "mail able material" as flyers, notes, invitations etc. into or onto mailboxes.

The Bluffton Post Office has notified us that any material in the mailboxes will be treated as US Mail requiring postage.

Accordingly, please DO NOT place any materials in or on mailboxes in the neighborhood. 

 
Bill Layman has requested no parking in the circle in front of the club house.
